I think it's too many straws. Though I suppose I don't know a lot about how the phases of the moon work. But this:

A cloud shifted. There were suddenly dim shadows on the ground. Their
party was bathed in moonlight.

makes it sound like the moon was already high in the sky. Though maybe it had just reached "fullness", as noted above by ari_o.

All in all, though, the intent of the passage seems clear. :(
