Maybe that's one reason the Watcher's Council had such a thing about sending relatively young and inexperienced Watchers out into the field with the actual Slayers. Figure on top of a Hellmouth, a really BNF-Watcher would be too much of a target. Someone like the Mayor would be less likely to intervene if it was just some ordinary Watcher.
